It's not configured via GUI, and is a command-line program.
If you're using Windows 7 or later you can right-click on LAN Mon icon in Start and select Run to launch LanMon.exe
It's also in the Windows XP Resource Kit if you haven't installed it already. You can "Load Resources" from there directly.
